Question on honey supers and queen excluder use

First year started in April. Have built up the hive to two brood boxes a queen excluder and two honey supers.

I have noticed that the honey supers have been very slow to comb and still aren't ready for harvest. While there are a bunch of frames in the upper brood box that are almost completely honey. One even looks over packed with honey bulging out past the frame (like a double depth comb).

Questions:

Should I remove the queen excluder or should I harvest some of the honey in the brood box so they have more room for brood? If there are other ideas I'm open to it all.

Would it also be a good idea to put an artificial water source nearby since it's been so hot in Massachusetts?
