Is it normal for hives to be mostly empty during the day if the workers are out foraging?

I have had a hell of a year. I finally got Beast to overwinter, only to be met with swarm after swarm in mid spring, a few queens that were laying like garbage, and now…

A week after I introduced two new queens I found one that was rejected and they made their own supersedure cells in one of those hives, and in all five of my hives most of my hives had only 100 or so bees on each frame.

I’m starting to panic just based on the history of this year for me, but maybe this is normal? I’m still kind of new to this and I have spent the last two years really trying to get this right.

I’m learning enough to keep going, but this is turning out to be a very challenging hobby.

So, is it normal to have sparsely populated hives on a very nice afternoon during a honey flow?
