Having a difficult time with a very stubborn wild hive.

I have been working with these dudes for a while, but I created a sort of wire funnel (not pictured) where bees from the tree would come out but would have a harder time going back in. I had several honey frames and a brood frame and empty wax frames and the box had some lemongrass oil, to see if I could coax this old hive out of the tree and into the boxes with these frames. No luck, they ate the honey and left the brood to die. the law here for trees this size is not to damage them and I dont want to just seal off the hole and kill the hive, that would suck. anyone with experience in this?
