Good flower source that is very low to the ground

I'm purchasing a 3 acre lot to eventually build a house on. I'm excited I'll finally be able to grow my apiary as I only have room for two hives where I currently am.

The three acre lot is part of a 13 acre flat grass field that is subdivided to sell to 4 individual lots. Two of the lots that are the furthest from me are in a flood zone. They make up about 7 acres. I think the seller will have a tough time selling those( they aren't even listed for sale as of yet). I was hoping I could scatter some seeds that would help my bees. I think the seller would probably mow the grass once or twice a year so I would like what I plant to be able to survive that.

Any suggestions? I think white clover might be a good one but I really have no idea.
