First year beekeeper seeking advice going into winter (Central Florida)

Just did my most recent inspection on two deeps (pulled the super about a month ago). Queens is still in the hive but not laying in the bottom box. Top box is full of honey, and very minimal brood. Bottom box has maybe a half frame of brood and 3 frames of bee bread, all other frames are seemingly empty. Boxes are packed with bees as well.

Is my queen just slowing down production for winter, don't quite get why she isn't laying in the bottom box? Should I pull more frames of honey to allow room for the queen to lay in the top box?

Any advice is appreciated!
