Dry comb vs Foundation

I’m reading “The Beekeeper’s Handbook” (Sammataro) and just got to the section on organizing the deep, medium, and super boxes during summer. The author is differentiating between dry comb and foundation. I’ve tried using the book’s index and going back to earlier chapters, but I can’t find an explanation of what makes dry comb different than foundation. My understanding is that foundation refers to a frame that the bees use to build cells for storing honey. Is a dry comb just an empty frame? An empty box with no frames? I feel kind of stupid since I have the book right in front of me, but I figured it might be a simple explanation that could save me some backtracking. Thanks!
