Does the "no harvesting honey the first year" rule reset if the colony dies?

I've read that the bees need all of their honey to survive their first winter, so you shouldn't harvest until their second year. But it's also very common for colonies to die, especially for beginners.

I'm a first year beekeeper and left my bees with all of their honey. So far my two colonies are both still alive. But if they were to die, the new bees would be in their first year and I wouldn't be able to harvest this summer, right? Or would it be considered their second year since the frames are already drawn out?
