Do laying worker hives flat or bubble cap drones?

Got first nuc 4 weeks ago, and have never seen the queen. Inspecting every week, so 3 inspections (not including when they were installed). We saw eggs on install day, first inspection, and third inspection. Single cell eggs, and in the center. Plenty of capped worker-sized cells, and no drone cappings.

Installed second nuc two weeks ago, and saw queen on install, and on first inspection, along with eggs, larvae, capped workers and drones.

My question is if a hive has laying workers that just happen to lay singles, do they cap them as drones or workers, i.e. flat or bubble.
