Did straggler bees find a new queen?

I had a hive with over 1,000 honeybees appear last week. A wonderful local beekeeper came and removed it, but about 100 remained. Well that population dwindled down to around 20 a couple of days later. I noticed they would just fly around aimlessly throughout the day, and retreat at night. Well, I just noticed that they've blossomed into another pretty good sized colony. They've clustered, and it's about the size of an orange. Does this mean that they have a new queen? Or are all of these bees just going die off? I wonder how they grew their numbers so fast. I tried to take a picture of the new cluster, but there's one bee who won't let me anywhere near it without charging at me.
